There are many important points that are made during the discussion, but one of the most crucial themes has to do with her comments on the PREP Act that was "passed" in 2005 ... although, apparently, the PREP Act was added surreptitiously after the fact and never discussed in Congress and, therefore, was never really passed by members of Congress even though it is now law and was activated when President Trump invoked the Emergency Powers Act on March 13, 2020.
